What the Hail?

The MSM is trumpeting a "deal" by President Bush and the "Senate Leaders" on a bill regarding illegal immigration. What are they hailing? Where is the bill? Why can't anyone read it? Why do I have to listen to Ted Kennedy, of all people, tell me what's in it?
